Can you turn in a landlord?

I am renting a 2bed 2bath 1 car garage and small.... tinny back yard. There are so many things that are wrong in this place. For one, you can stick you hand on the floor by the back door and stick it out side. The wood has rotted out. We sent in a work order for it and all she ordered was a door not a new frame or anything. I am wanting to know is there anyone I can contact and have come in and look at everything and help us get everything fixed. Our gas bill is about $140 or higher a month and we keep it about 60 in here. During the summer our electric is about 200 and we keep it at 75 to save on money. We can't put anything on the windows and can't have any window units. We had to have the AC unit that is inside, whatever it is called, replaced last summer b/c it flooded the 2nd bedroom.And it took about a week to get it done! We are looking for a new place put locked in a year contract. Any suggestion would be great!
